Torrow is a young Red from Mars and an agent of The Red Hand.

He's not even in his twenties. He thinks he's big but has probably never seen a Gold in his life.

He grabs Lyria for himself when she pretends to be a Childwife for the Red Hand. He tries to steal her away after harassing her but Duncan sees them and takes Lyria to the Picker and the other Childwives.
Torrow's fate is unknown but it is likely he was arrested or killed after the Red Hand falls to Lyria's successful rescue of Victra au Julii and Volga Fjorgan and the incoming Childwives revolting.
